POLICY FOR EXHIBITS AND DISPLAYS AT WESTERN CARTERET PUBLIC LIBRARY
As a public service to the citizens of Carteret County, the Western Carteret Public Library provides designated space for exhibits and/or displays of art works, crafts, hobbies, special interest collections, etc., which reflect community interest and/or display talent. It is intended that these exhibits and/or displays will be informational, educational, or cultural in content and that items will not be proscribed or removed because of partisan or doctrinal disapproval. The rights of individuals or groups to provide for exhibits and/or displays will be made available on an equitable basis and will not be denied or abridged because of race, religion, age, gender, national origin, handicapping condition, beliefs, affiliations, or social and/or political views.
It should be understood by all individuals, groups, and the public at large that the granting of permission to exhibit and/or display items at the Public Library does NOT constitute an endorsement by the Library staff or the Board of Trustees of the beliefs, viewpoints, policies, or affiliations expressed by individuals and/or groups in these exhibits/displays.
Responsibility for the enforcement and interpretation of this policy is delegated to the Librarian and/or his/her designee who may consult with the Regional Director or the Chairman of the Library Board of Trustees if necessary. Complaints should be made to the Librarian in writing on the form titled STATEMENT OF CONCERN ABOUT LIBRARY EXHIBITS/DISPLAYS, and appeals of his/her decisions should be made to the Library Board of Trustees. The decisions of the Library Board are final.
The scheduling of exhibits/displays must be arranged in advance with the Librarian and/or his/her designee. The type, frequency, size, and length of such exhibits/displays are determined by the Library's total program, activities, and facilities. Exhibits/displays for the Hallway Gallery will be arranged by the Friends of Western Carteret Library in consultation with the Librarian and/or his/her designee. Exhibits/displays are available to be viewed only during regular Library hours, or in the case of the Hallway Gallery when the building is open for Community College classes. The Library itself has priority in the use of all exhibit/display space.
Exhibits that (a) would tend to incite or produce imminent lawless action, (b) are obscene, (c) are obviously false or contain misleading information, (d) are defamatory, (e) are purely commercial advertising will not be displayed.
SALE OF ITEMS
Library staff will not be responsible for the sale of any exhibited or displayed items.
All persons using the Library or Hallway Gallery for exhibits/displays as well as persons viewing those exhibits/displays are subject to all Library rules and regulations.
WEAR AND TEAR
Exhibits/displays involving more than normal wear and tear on the Library facilities will not be permitted. No one may affix any posters, banners, tags, labels, etc. to walls, ceilings, furniture, or other Library property without permission of the Library staff.
The person and/or group providing the exhibit/display is responsible for its display, its arrangement in the display case or on the wall, and for its dismantling and removal. These activities may occur only during regular Library hours, or in the case of the Hallway Gallery when the building is open for Community College classes. The Library cannot and will not be held liable for any loss or damage to any exhibit/display while on Library property. Any individual and/or representative of any group who exhibits and/or displays in the Library or Hallway Gallery must sign and date the approved EXHIBIT/DISPLAY APPLICATION form which acknowledges that the individual and/or group will adhere to this policy and will NOT hold the Library liable in any manner for damages or losses of any items being exhibited and/or displayed. The Library cannot provide storage for the property of individuals or groups exhibiting in the Library or Hallway Gallery.
